Extends the maximum partial confinement period from 12 months to 18 months for work release, parenting programs, and outpatient behavioral health treatment purposes

Expands graduated reentry program eligibility by reducing the minimum total confinement requirement from six months to three months, and extending maximum home detention from five months to nine months (or 18 months for certain non-violent offenders)

Broadens parenting program eligibility to include individuals expected to take over parental duties of a minor child, removing the requirement that the relationship existed at the time of the offense

Requires clinically appropriate substance use disorder evaluations for graduated reentry participants, with access to medication treatment, fentanyl testing supplies, and opioid overdose reversal medications

Applies changes retroactively to individuals currently serving sentences in state facilities or contracted institutions
