Imposes a new additional solid waste collection tax beginning January 1, 2026, phased in over five years: 0.5% in year one, 1% in year two, 1.5% in year three, 2% in year four, and 2.5% in year five and beyond

Creates the local government solid waste assistance account in the state treasury to receive revenues from the additional tax collected above the existing 3.6% rate

Distributes account funds annually to eligible counties and cities: 50% divided equally among counties as a base allocation, and 50% distributed per capita based on percentage of state population

Requires recipient counties and cities to use the funding to implement their comprehensive solid waste management plans under chapter 70A.205 RCW

Limits eligibility to counties and cities with primary solid waste management responsibility that comply with coordination and other requirements under state solid waste law
