Abolishes local school district levies including enrichment levies, capital levies, and local effort assistance funding, replacing them with state funding to address funding disparities between wealthy and high-poverty districts

Establishes new state per-pupil funding beginning in 2026: $1,550 per student for enrichment activities and $1,000 per student for school facility construction, modernization, or remodeling

Sets uniform statewide salary allocations starting 2026-27 with no regional adjustments: $100,033 for certificated instructional staff, $179,857 for certificated administrative staff, and $71,082 for classified staff (all adjusted annually for inflation)

Repeals over 25 existing statutes related to local levy authority, local effort assistance, enrichment levy spending plans, and nonhigh school district reimbursement systems

Takes effect January 1, 2026, only if voters approve a companion constitutional amendment (HJR abolishing school district excess levies); levies approved before March 1, 2025 may continue for their duration
