Delays the elimination of debt recovery for the Aged, Blind, or Disabled (ABD) assistance program from October 1, 2025 to October 1, 2028

Starting October 1, 2028, ABD cash assistance received while awaiting federal Supplemental Security Income (SSI) approval will no longer be considered a debt owed to the state

ABD assistance paid before October 1, 2028 that overlaps with SSI payments for the same period remains recoverable as a state debt
