Federal employees separated under Executive Order 14210 (February 11, 2025) or who voluntarily left due to termination of remote work under the January 20, 2025 Presidential Memorandum receive a 5% scoring bonus on promotional examinations for state jobs until their first promotion

All Washington state agencies must give hiring preference to these displaced federal employees for appointment and employment

Amends existing veterans' preference law (RCW 41.04.010) to add federal employees as a new category alongside veterans for competitive examination scoring benefits

Veterans' preferences remain unchanged: 10% for wartime/armed conflict veterans without military retirement, 5% for other veterans or those receiving military retirement, and 5% for veterans called to active duty from state employment
