Repeals RCW 43.388, eliminating the Washington State Leadership Board, including provisions for its creation, accounts, state flag use, and sports mentoring program

Transfers any residual funds from the Washington State Leadership Board account and special license plate account to the state general fund upon the effective date

Removes the lieutenant governor's membership on the Washington State Leadership Board and eliminates collaboration references between the board and the legislative youth advisory council

Redirects Seattle professional sports team special license plate funds away from the leadership board to team charitable foundations: Seattle Mariners funds go to Mariners Care Foundation, Seattle Seahawks funds go to Seahawks Charitable Foundation, Seattle Sounders funds go to RAVE Foundation, Seattle Storm funds go to Seattle Storm Foundation, and Seattle NHL funds go to One Roof Foundation
