Limits staffing at Washington's community and technical colleges, regional universities, and The Evergreen State College to a maximum ratio of one full-time equivalent (FTE) employee for every six FTE enrolled students

Requires enrollment and employee counts to be averaged over the course of the academic year when calculating compliance with the staffing ratio

Amends RCW 28B.50.090 to add the staffing limit as a new responsibility for the State Board for Community and Technical Colleges to ensure across all college districts

Amends RCW 28B.35.390 and 28B.40.390 to make presidents of regional universities and The Evergreen State College directly responsible for ensuring their institutions comply with the 6:1 student-to-employee ratio
