Prohibits state expenditures from the general fund and related funds (Washington opportunity pathways account, workforce education investment account, fair start for kids account, education legacy trust account) from exceeding an annual expenditure limit

Changes the fiscal growth factor calculation from the average growth in state personal income over 10 years to the average of inflation plus population change over the prior 3 years

Establishes a six-member state expenditure limit committee (director of financial management, state treasurer, and chairs/ranking members of budget committees) requiring four affirmative votes for action

Sets the baseline expenditure limit starting July 1, 2026, using fiscal year 2025 total state expenditures (excluding federal funds) plus the fiscal growth factor

Requires the expenditure limit to be lowered if program costs are shifted from the general fund to other funding sources or if legislative actions after July 1, 2025 redirect revenues away from the general fund
