Expands tuition waiver eligibility from students "19 years or older" to specifically students aged 19 or 20 who are completing high school diploma or certificate programs at community and technical colleges

Removes the restriction that excluded students who were "eligible students as defined by RCW 28A.600.405" from receiving the tuition waiver

Allows nonresident students aged 19 or 20 to receive waivers of the nonresident tuition fee differential for courses leading to a high school diploma or certificate

Maintains existing mandatory tuition waivers for children and surviving spouses of law enforcement officers, firefighters, and state patrol officers killed or totally disabled in the line of duty
