Restructures vapor product tax from a per-milliliter rate to 95% of taxable sales price, effective January 1, 2026

Raises license fees for tobacco and vapor product retailers, distributors, and delivery sellers to $1,000 each (up from $150-$650), and increases penalties for violations of age-verification and flavored product sales laws

Requires the Department of Health to develop a statewide prevention and awareness campaign about flavored tobacco products by January 1, 2027, and mandates retailers display signage about the flavored product sales prohibition
