Creates the Washington Department of Government Efficiency (WADOGE) as a legislative agency governed by a bipartisan board of 2 senators and 2 representatives, with a director appointed by the board and $750,000 appropriated for fiscal year ending June 30, 2027

Requires each agency to establish a WADOGE team of at least 4 employees to review enabling statutes and rules by March 31, 2026, identifying those that are obsolete, outdated, or unnecessary for potential repeal

Mandates a "two-for-one" regulatory policy where agencies must repeal at least two existing rules for each new rule adopted, with new incremental costs offset by elimination of existing regulatory costs

Requires agencies to terminate remote work arrangements and return employees to full-time in-person work at duty stations, with limited exemptions per WADOGE guidance

Establishes a WADOGE suspense account holding 6% of all general operating fund allocations to state agencies each biennium, to be released only after agencies complete WADOGE review; the entire act expires July 4, 2028
