Expands eligibility for Washington's Early Childhood Education and Assistance Program (ECEAP) to children from military families with incomes above 36% but at or below the Working Connections Child Care income threshold, as space is available (up to 25% of statewide enrollment)

Defines "military member" as active duty U.S. armed forces, military reserve, or national guard members who are stationed in or residents of Washington state

Adds military-specific prioritization factors for enrollment, including parents who are currently deployed, have scheduled deployment within the school year, or are single custodial parents

Children enrolled under this military family expansion are not part of the state-funded entitlement and enrollment is subject to available space and appropriated funding

Initial provisions expire August 1, 2030, when a new permanent section with similar provisions for higher-income military families (above 50% state median income) takes effect
