Transfers all juvenile justice powers, duties, and functions from the Department of Children, Youth, and Families (DCYF) to the Department of Corrections, effective July 1, 2026

Moves oversight of juvenile correctional facilities including Echo Glen, Green Hill School, and Naselle Youth Camp from DCYF to the Department of Corrections

Transfers all DCYF employees working in juvenile justice to the Department of Corrections while preserving their civil service rights, salary, and existing collective bargaining agreements

Appropriations, contracts, records, equipment, and pending business related to juvenile justice services transfer from DCYF to the Department of Corrections on the effective date

Amends over 40 sections of Washington state law to replace references to DCYF with the Department of Corrections for juvenile justice matters, while DCYF retains authority over early learning, child welfare, and foster care programs
