Amends RCW 46.61.655 to require vehicles with mud, rocks, or debris deposits on the body, fenders, frame, undercarriage, wheels, or tires to be cleaned before operating on paved public highways

Allows an alternative for vehicles being towed on trailers: they may be covered instead of cleaned to comply with the debris removal requirement

Maintains existing requirements that vehicle loads must be secured to prevent dropping, sifting, or leaking, and that dirt, sand, or gravel loads must be covered unless six inches of freeboard is maintained

Retains the existing penalty structure: failure to secure a load causing substantial bodily harm is a gross misdemeanor (first degree), causing property damage is a misdemeanor (second degree), and other violations are infractions
