Repeals Washington state laws that prohibited foreign nationals from making contributions, expenditures, and electioneering communications in state elections (RCW 29B.40.050, 29B.40.060, and the definition of "foreign national" in RCW 29B.10.250)

Removes requirements for candidates and political committees to certify that contributions are not financed by foreign nationals and that foreign nationals are not involved in contribution decisions

Eliminates certification requirements for out-of-state political committees, independent expenditure filers, and electioneering communication sponsors regarding foreign national involvement

Amends six sections of the Revised Code of Washington (RCW 29B.25.100, 29B.25.110, 29B.25.120, 29B.25.130, 29B.25.140, and 29B.30.020) to strike foreign national disclosure and certification language

Repeals the original 2020 legislation (Chapter 152) that established the foreign national restrictions in Washington elections
