Vessel owners may make voluntary donations of $1 or more (in whole dollar increments) for salmon preservation through pinniped population management in the lower Columbia River area when applying for initial or renewal vessel registration

Creates the "sea lion predation control account" in the state treasury to collect these donations, with funds restricted to activities preserving salmon levels through management and control of pinniped (sea lion) populations in the lower Columbia River area

Funds from this account cannot be used to supplant existing state funding for pinniped management received by the Department of Fish and Wildlife or other state agencies

Adds the sea lion predation control account to the list of treasury accounts eligible to receive proportionate investment earnings

Takes effect July 1, 2026
