Amends RCW 47.80.030 to require regional transportation plans to provide for reductions in greenhouse gas emissions and vehicle miles traveled

Applies only to regional transportation planning organizations containing counties that meet specific population thresholds: at least 100 people per square mile with population of 200,000+; counties bordering the Columbia and Snake rivers with 75+ people per square mile and 1.65%+ annual growth rate; or counties west of the Cascade crest with population of 130,000+

Regional transportation planning organizations must continue developing plans in cooperation with the Department of Transportation, transit providers, ports, and local governments

Plans must be reviewed biennially and forwarded to the state Department of Transportation
