Imposes a 10-year moratorium on new building code adoptions starting from the effective date of the 2024 building codes, preventing the State Building Code Council from initiating, adopting, or implementing any further editions, revisions, or updates until 2034

Changes the building code adoption cycle from every 3 years to every 6 years, beginning with the 2036 edition of model codes

Prohibits local amendments to building codes from being approved by the council during the 10-year pause, though corrections to errors must be completed within 12 months of implementation

Preserves council authority to adopt emergency amendments when necessary for public health, safety, or general welfare, for consistency with state or federal laws, or when mandated by court order

Repeals RCW 19.27A.160, which required council reporting on energy consumption reduction targets for residential and nonresidential construction
