Replaces the term "alternative learning experience" with "remote and hybrid learning" throughout Washington state education statutes, affecting 14 different RCW sections

Defines "remote and hybrid learning course" as instruction provided wholly or partially outside a regular classroom setting, supervised by a certificated teacher, and governed by a written student learning plan

Maintains existing requirements that school districts cannot provide compensation, gifts, or incentives to parents, guardians, or students for participating in these courses, and prohibits employee bonuses for enrolling out-of-district students

Removes the 2013-2017 requirement for districts to pay costs of biennial student outcome measures and financial audits by the state auditor for these courses

Preserves funding adjustments for local effort assistance calculations, excluding remote and hybrid learning students from enrollment counts when they exceed 33% of a district's average full-time equivalent enrollment
