Creates the "Pay It Forward" program to provide tuition and fee assistance for graduate students at Washington public universities who demonstrate financial need

Requires participants to sign binding contracts to contribute a percentage of their income for up to 15 years, beginning one year after graduation or program discontinuation

Caps income-based contributions at 5% for state university graduates (UW, WSU) and 3.5% for regional university or state college graduates (WWU, CWU, EWU, Evergreen)

Limits tuition assistance eligibility to four years or up to 125% of the published program length

Establishes the Pay It Forward Trust Fund account, administered by the Student Achievement Council, funded by legislative appropriations, participant contributions, and private donations
