Establishes new process for notarizing tangible records not physically present, requiring the remotely located individual to sign a declaration under penalty of perjury and send the record to the notary within three days

Authorizes electronic notaries to administer oaths or affirmations remotely if identity verification and audiovisual recording requirements are met

Requires audiovisual recordings of remote notarial acts to be retained for at least ten years by the notary, their guardian, conservator, agent, or designated repository

Technology providers facilitating remote notarizations automatically appoint the director as their agent for service of process in civil actions related to the notarial act
