Amends RCW 10.101.030 to change the guidance framework for local public defense standards, replacing the Washington State Bar Association guidelines with Washington state court rules as the primary reference

Requires local jurisdictions (counties and cities) to comply with Washington state court rules for public defense services when practicable

Allows local legislative authorities to incorporate Washington State Bar Association standards only if they do not conflict with state court rules

Maintains existing requirements that local jurisdictions adopt standards covering compensation, caseload limits, attorney qualifications, training, supervision, and other administrative aspects of public defense delivery
