Authorizes the Washington Department of Natural Resources to enter into contracts for ecosystem service projects (including carbon offset projects) on approximately 6 million acres of state-managed lands and waters, with contract terms up to 125 years

Enables the department to sell ecosystem service credits directly through compliance or voluntary carbon markets, or contract with third-party developers and brokers through public auction or direct negotiation

Requires Board of Natural Resources approval of contract terms and minimum payment amounts before ecosystem service credit sales, with pricing based on current market rates

Directs proceeds from ecosystem service contracts on state forestlands to existing distribution formulas (counties and forest development account), and deposits aquatic lands proceeds into the aquatic lands enhancement account for salmon habitat and related projects

Adds "ecosystem services" (carbon sequestration, air/water filtration, climate stabilization, disturbance mitigation) to the definition of valuable materials that can be sold from state lands under Title 79 RCW
