Prohibits law enforcement officers from wearing facial coverings (balaclavas, tactical masks, ski masks, gators) while interacting with the public during duty performance

Exempts undercover operatives during active operations and SWAT team officers using protective gear necessary for their safety

Excludes from the ban: translucent face shields, N95/surgical masks for disease protection, respirators for hazardous conditions, and bicycle/motorcycle helmets

Requires peace officers to be reasonably identifiable by clearly displayed name or identifying information on their uniform, consistent with existing RCW 10.116.050

Creates civil cause of action allowing persons detained in violation to sue officers for compensatory damages, punitive damages, attorneys' fees, injunctive relief, and other remedies
