Counties, cities, towns, or the Secretary of Transportation may designate "accident risk zones" on public roads with high accident rates to allow time for investigation and implementation of safety improvements

A public hearing must be held before final establishment of any accident risk zone, and an engineering and traffic investigation must be conducted to identify safety improvements including speed limit adjustments

Traffic infractions for speeding or collision-related violations within posted accident risk zones carry doubled monetary penalties under RCW 46.63.110

One-half of the doubled penalty revenue must be deposited into a dedicated account for each zone to fund engineering studies, signage, safety improvements, and increased law enforcement presence

Accident risk zones must be dissolved once safety improvements are implemented, and may also be dissolved by the creating jurisdiction, WSDOT recommendation, or petition from 10% of property owners, residents, or business owners within or abutting the zone
