Extends the deadline for responding to civil infraction notices from 15 days to 30 days (or 33 days if served by mail), and increases the filing deadline for notices of infraction from 48 hours to 5 days

Updates statutory references from "JTIR" to "IRLJ" (Infraction Rules for Courts of Limited Jurisdiction) and corrects a cross-reference in the dangerous litter statute from subsection (4) to (5)

Delays the implementation deadline for limited jurisdiction courts to permit electronic filing of protection order petitions from January 1, 2026 to January 1, 2028

Repeals RCW 2.56.190 regarding legal financial obligations collection and distribution of funds
