Amends RCW 72.09.780 to expand the definition of "abortion medications" to include substances used to manage the full spectrum of reproductive health care, including early pregnancy loss, not just pregnancy termination

Removes the previous pricing requirements that limited sales to cost plus a $5 per dose fee for storage and delivery, allowing the Department of Corrections to distribute medications without obtaining payment

Requires the department to coordinate with the Department of Health to identify appropriate recipients and prioritize bulk distribution to health care providers and entities

Restricts sales to providers and entities that will use medications only for reproductive health care, including abortion care or medical management of early pregnancy loss

Declares an emergency, making the act effective immediately upon passage
