Creates a state matching funds program through the Department of Commerce to help Washington communities secure federal economic development grants, with the federal government having provided $1.1 trillion per year in such grants over the last three fiscal years

Establishes the "Moving Assets to Create Healthy Economic Development Account" to pool matching dollars from appropriations, transfers, and private donations for federal grant applications

Sets matching fund limits: political subdivisions, tribes, higher education institutions, small businesses, and nonprofits may receive up to 100% of required match; investor-owned utilities and others capped at 50%; projects in distressed areas eligible for increased maximums up to $500,000

Requires the Department of Commerce to expand fundhub.wa.gov by July 1, 2028, to include federal economic development funds and provide letters of support to applicants within five business days

Directs the Washington State Institute for Public Policy to study federal funding availability and submit findings to the legislature by June 30, 2027
