Expands collective bargaining scope for language access providers to include payments or reimbursements for appointments missed or canceled by parties other than the interpreter

Adds new provision establishing that collective bargaining agreements negotiated under this section prevail over conflicting executive orders, administrative rules, or agency policies relating to wages, hours, and employment conditions

Clarifies that any collective bargaining agreement provision conflicting with statutory terms is invalid and unenforceable

Amends RCW 41.56.157, which governs collective bargaining between the governor and spoken language interpreters serving state agencies including DSHS, DCYF, Labor & Industries, and Enterprise Services
