Designates English as the official language of Washington state, requiring its use for all official public records and public meetings subject to open meeting requirements under chapter 42.30 RCW

Removes any requirement for state agencies or political subdivisions to provide documents, information, or materials in languages other than English, except where required by state or federal law

Permits agencies to voluntarily publish documents in other languages alongside English versions and allows non-English speakers to participate in public meetings with interpreter assistance

Prohibits government restrictions on private sector language usage, except for official communications directed to government agencies which must be in English

Encourages higher education institutions and community colleges to offer and expand English language classes, language training, and citizenship classes for nonnative speakers
