Expands the definition of "derelict vessel" to include vessels that have been in violation of state registration requirements under RCW 88.02.550 for at least two full annual registration periods

Clarifies that authorized public entities may dispose of vessels after taking custody, subject to contest provisions allowing owners or lienholders to request a hearing

Requires hearing requests to be filed within 30 days of when the authorized public entity secures or removes a vessel, rather than when it acquires custody

Amends RCW 79.100.010, 79.100.050, and 79.100.120 to update procedures for handling abandoned and derelict vessels on Washington state aquatic lands
