Joint Legislative Audit and Review Committee must review safety and stability outcomes across developmental disabilities residential settings, comparing residential habilitation centers, state-operated living alternatives, and contracted community-based settings from January 1, 2022 through December 31, 2025

Review must track 911 calls for behavioral crises, emergency room visits where clients remained hospitalized due to lack of provider acceptance, and placement terminations resulting in state custody, incarceration, or homelessness for high-acuity clients

Review must also include annual census of high behavioral/medical acuity clients by setting type and staff retention rate comparisons, with findings reported to legislature by December 1, 2026

Department of Social and Health Services must establish a public-facing provider safety and stability dashboard on its website by June 1, 2027, allowing families and the public to compare emergency service utilization and placement stability across residential settings

Dashboard must be updated annually by December 1st, with first update due December 1, 2027 covering data from January 1, 2026 forward
