County development regulations and comprehensive planning within urban growth areas must conform to the designated city's regulations, unless the city agrees to allow variations or county regulations are required by law to differ

Counties required to submit implementation progress reports must initially conform their regulations to city standards at the time of their first report due after January 1, 2027

Counties must review development regulations applicable within urban growth areas during scheduled comprehensive plan reviews, in addition to existing requirements to review urban growth area boundaries, development patterns, and permitted densities

The bill amends RCW 36.70A.110 and RCW 36.70A.130 under Washington's Growth Management Act to standardize planning between cities and the unincorporated portions of their designated urban growth areas
