Requires priority consideration for health technologies that have established patient access under federal Medicare (including local or national coverage determinations) or are recommended in nationally recognized expert treatment guidelines from specialty physician organizations or patient advocacy organizations.

Mandates committee determinations be consistent with federal Medicare decisions and expert treatment guidelines unless substantial evidence on safety, efficacy, and cost-effectiveness supports a contrary determination.

Requires the Health Care Authority to publish new health technology assessment submissions on its website within 30 days of receipt and complete review decisions within 180 days.

Adds requirements for reviewing life-threatening or rare diseases, including evaluation of all applicable peer-reviewed clinical trials and consideration of expert input when randomized controlled trials would be unethical, impractical, or impossible.

Requires written substantive explanation of rationale to submitting parties within 180 days when the committee makes an adverse determination on a technology assessment.
