Adopts the Uniform Military and Overseas Voters Act (UOCAVA) to conform Washington state voting law with federal requirements for military personnel, their dependents, and U.S. citizens living abroad

Requires county auditors to mail UOCAVA ballots at least 45 days before primary/general elections and elections involving federal office, and at least 30 days before special elections

Allows covered voters to receive ballots electronically via fax, email, or internet delivery, and to return voted ballots by fax or email by 8:00 p.m. Pacific Time on election day

Extends ballot acceptance deadline for UOCAVA voters to the day before county certification of election results, provided the ballot was submitted by 8:00 p.m. on election day

Requires the Secretary of State to establish an electronic system for covered voters to apply for registration, receive ballots, and track ballot status via telephone, email, or internet
