Adds new sentencing enhancements for theft, possessing stolen property, robbery in the second degree, theft with intent to resell, organized retail theft, retail theft with special circumstances, and trafficking in stolen property in the first or second degree

12-month enhancement applies when stolen, possessed, or trafficked property value exceeds $20,000 but does not exceed $50,000

24-month enhancement applies when stolen, possessed, or trafficked property value exceeds $50,000

Courts retain full discretion to depart from mandatory sentencing enhancements when sentencing defendants in adult court for crimes committed under age 18, allowing consideration of youth-related circumstances
