Lowers the emissions threshold for fuel suppliers (gasoline, diesel, biodiesel, propane) from 25,000 metric tons to 500 metric tons of CO2 equivalent annually, bringing smaller fuel suppliers under Climate Commitment Act compliance obligations starting in the second compliance period.

Creates a new covered entity category for fuel purchasers who buy from unregistered sellers, requiring compliance if purchases exceed 500 metric tons CO2 equivalent annually.

Establishes a de minimis exemption floor of 500 metric tons CO2 equivalent annually, below which no compliance obligation exists for fuel suppliers.

Authorizes the Department of Ecology to further lower the 500 metric ton threshold by rule if necessary to achieve program goals or eliminate marketplace distortions.

Requires the department to maintain a public roster specifying which statutory provision applies to each covered entity, and declares the act an emergency measure taking effect immediately.
