Prohibits injection, release, or dispersion of chemicals or substances into the atmosphere for the purpose of affecting temperature, weather, climate, or sunlight intensity within Washington state, including stratospheric aerosol injections, cloud seeding, and "chemtrail events"

Violations constitute a Class C felony (Class B for repeat offenders) with fines up to $1,000,000 for individuals and corporations; aircraft operators face fines up to $5,000 and imprisonment up to 5 years (10 years for repeat offenses)

Requires the Department of Ecology to establish an online reporting system for citizens to report observed violations, with mandatory investigation of credible reports

Beginning October 1, 2026, public airport operators must report monthly to the Department of Transportation any aircraft equipped with weather modification equipment present at their facilities

Repeals Washington's existing weather modification regulatory framework (RCW 70A.10) which currently permits licensed weather modification activities, and creates a citizen suit provision allowing private enforcement actions
