State Building Code Council must convene a technical advisory group to recommend amendments allowing scissor stairs in residential buildings with more than two dwelling units and primarily permanent occupants

Scissor stairs are defined as two interlocking stairways with two separate exits, enclosed and separated by fire-resistance rated walls

Recommendations must address public health, safety, welfare, and construction cost considerations

Advisory group must provide recommendations in time for the first substantive state building code update occurring after January 1, 2027
