Amends RCW 18.43 to update definitions and registration requirements for professional engineers, structural engineers, professional land surveyors, and engineers/surveyors-in-training in Washington state

Requires professional engineers to have eight years of engineering experience and pass board-prescribed examinations, with an approved undergraduate engineering degree counting as four years of experience

Allows up to three pro tem board members (increased from two) to serve on the seven-member Board of Registration for Professional Engineers and Professional Land Surveyors, with expanded duties including case review and forming quorums

Removes U.S. citizenship requirement for board members and updates gender-neutral language throughout the statute

Renames the "professional engineers' account" to "board of registration for professional engineers and professional land surveyors' account" and authorizes fund transfers to the state general fund during the 2025-2027 fiscal biennium
