Limits the Department of Social and Health Services to one annual routine review per community residential service business provider in each of six subject areas: client finances, client service plans, federal compliance, client community integration, provider finances, and general quality assurance

Requires the department to combine review activities across multiple subject areas where possible to reduce administrative burden on providers serving individuals with intellectual and developmental disabilities

Exempts incident reports, complaint investigations, citation follow-ups, mortality reviews, and federally or state-mandated oversight from the annual review limitation

Mandates administrative rules requiring document and record sharing between department divisions to prevent duplicate requests for information providers have already submitted

Community residential service business providers serve over 87% of clients in residential services for people with developmental disabilities
