Prosecutors may file a special allegation when a defendant commits a felony on postsecondary institution premises while wearing a mask, hood, or other face-covering device with intent to prevent identification during the crime or immediate flight

Conviction with this special allegation adds 12 months to the standard sentence range, served consecutively to other sentencing provisions

Courts may alternatively impose a fine up to $5,000 in addition to or instead of the 12-month sentence enhancement

"Postsecondary institution" includes public and private colleges, universities, vocational schools, and degree-granting institutions in Washington State

Courts retain full discretion to depart from mandatory enhancements when sentencing offenders who committed crimes under age 18
