Adds school utility cost offsets as an eligible use of funds from the Climate Commitment Account, specifically to address increased utility costs experienced by schools due to the Washington Climate Commitment Act and related environmental regulatory burdens

Creates a new minimum allocation of $95 per full-time equivalent student for materials, supplies, and operating costs beginning in the 2026-27 school year, adjusted annually for inflation

Restricts the $95 per-student allocation exclusively to addressing increased utility costs from the Climate Commitment Act and prohibits expenditure for any other purpose

Requires the additional utility cost allocations to be funded from the Climate Commitment Account created in RCW 70A.65.260, rather than from general education funding sources
