Amends 10 RCW sections and repeals 3 others to implement the 2025 annual recommendations of the public records exemptions accountability committee

Removes or narrows confidentiality restrictions on long-term care ombuds records, state toxicologist blood analysis reports, driver case records, securities investigation information, and Office of Financial Management efficiency survey reports

Requires disclosure of financial donor names, cities of residence, donation amounts, and conditions for gifts to state colleges, universities, libraries, and archives

Allows public release of accident reports with personal identifying information redacted (names, addresses, license plates, driver's license numbers, VINs, SSNs, photos)

Repeals confidentiality provisions for maternity home licensing information (RCW 18.46.090), nonprofit corporation interrogatory disclosures (RCW 24.06.480), and family court privacy protections (RCW 26.12.080)
