Amends RCW 71.24.064 to allow reasonable administrative costs of a contracted third-party administrator to be included in the partnership access line assessment charged to health carriers and self-funded health plans

Removes the blanket prohibition on including the Health Care Authority's administrative costs in assessments, replacing it with a narrower restriction that excludes only the authority's "other administrative costs" (beyond third-party administrator costs)

Applies to funding mechanisms for partnership access lines, the psychiatric consultation line, and the first approach skills training program, which have been funded through assessments since July 1, 2021

Assessments are collected proportionally from health carriers, self-funded multiple employer welfare arrangements, and employers providing health care coverage, based on their share of covered lives not enrolled in Medicaid
