Expands Washington's minimum postconsumer recycled content requirements beyond existing categories (beverage containers, household cleaning products, trash bags) to include new "PCRC 2.0 products" such as rigid plastic containers, buckets, household storage containers, nursery pots, furniture, roll carts, and certain film plastics

Sets recycled content minimums for new product categories starting January 1, 2029: 30% for most rigid plastic containers and products, 10% for roll carts (increasing to 30% by 2031), and 10% for covered film plastics

Increases penalties for non-compliance from 20 cents to 40 cents per pound of plastic shortfall and requires third-party certification of postconsumer recycled content claims beginning January 1, 2030

Requires producers to register with the Department of Ecology and submit annual reports on virgin plastic and recycled content usage, with fees to cover department implementation costs

Establishes state procurement requirements beginning April 1, 2030, directing state agencies to purchase compliant plastic products including buckets, storage containers, trash bins, roll carts, and trash bags from producers meeting recycled content standards
