Requires a 30 percent reduction in embodied carbon emissions by the 2030 state building code, measured against the Carbon Leadership Forum 2023 material baselines or a functionally equivalent reference building

Offers three compliance pathways: maintaining at least 45 percent of an existing structure and envelope, demonstrating reduced life-cycle stage A1-A3 emissions in at least 90 percent of covered products, or completing a whole building life-cycle assessment

Directs the Department of Commerce to create and maintain a public database for project reporting and conduct random audits on 3 percent of projects annually

Requires the State Building Code Council to report progress by December 31, 2028, and every three years thereafter, with incremental code updates in the 2027 and 2030 code cycles
