Washington legislators must be granted access to visit state-owned, operated, licensed, or contracted facilities upon written request, with visits facilitated on the requested day or within 10 business days

Covered facilities include those operated by the Department of Corrections, Department of Children, Youth, and Families, and Department of Social and Health Services, as well as adult family homes, assisted living facilities, group training homes, and supported living facilities

Access may only be denied for safety concerns or emergencies, not for staffing shortages, tour guide availability, or administrative inconvenience

Agencies denying access must submit written reports to legislative leadership and the requesting legislator explaining the reason for denial

Access includes facility tours and the ability to meet with constituents residing in the facility, with all visitors required to follow safety and security protocols
