Renames "transitional kindergarten" to "transition to kindergarten program" and establishes it in statute to help children needing additional preparation before entering kindergarten the following year

Eligible children must be at least four years old by August 31st of the enrollment year and determined to benefit from additional kindergarten preparation, with priority given to lowest-income families

Requires the Office of the Superintendent of Public Instruction to prioritize funding during 2026-27 for programs that did not operate in 2024-25 and 2025-26 but submitted intent to implement before June 1, 2025

Expands charter school eligibility to allow any charter school authorized under RCW 28A.710.080(1) or (2) to operate the program beginning with the 2025-26 school year

Prohibits charging tuition to state-funded eligible children and excludes the program from the state's basic education funding, requiring enrollment caps as specified in appropriations acts
