Superintendent of public instruction must provide transportation safety net awards to school districts whose costs for transporting "special passengers" exceed standard funding allocations and reimbursements from child welfare agencies

"Special passengers" are defined as homeless students (under McKinney-Vento Act) and foster students (under Every Student Succeeds Act) who require transportation services

Award periods are limited: through the end of the first semester/trimester for most grades, or through the full school year for students in 5th, 8th, and 12th grades

School districts must report excess costs and specific services provided to qualify; total awards are capped at the amount specified in the omnibus appropriations act

Charter schools and state-tribal education compact schools are eligible for awards, but funding is explicitly not part of the state's basic education program
